On November 19, 2024 Buncombe County adopted changes to the Zoning Ordinance to allow for Emergency Housing in the form of travel trailers, manufactured homes, or other FEMA-approved structures, for people experiencing a housing impact, in response to Tropical Storm Helene. Planning & Development

The Buncombe County Planning and Development Department develops and enforced ordinances, policies, and procedures related to the use of land, in order to maintain orderly and responsible growth in the county. The Department also provides direction, administration, and support services in special projects and programs undertaken by Buncombe County.

The Planning Department administers a number of ordinances and programs related to Zoning, Subdivisions, Affordable Housing, Transportation, Sustainability, E-911 Addressing, Floodplain Management, and Stormwater & Erosion Control.

In-person visitors are limited to three persons at a time, are encouraged to make an appointment, and may be asked to wait outside if necessary. Buncombe County is a Weather-Ready Nation Ambassador

The Weather-Ready Nation Ambassador™ initiative is the National Oceanic and Atmospheric Administration's (NOAA) effort to formally recognize NOAA partners who are improving the nation's readiness, responsiveness, and overall resilience against extreme weather, water, and climate events. As a WRN Ambassador, partners commit to working with NOAA and other Ambassadors to strengthen national resilience against extreme weather. In effect, the WRN Ambassador initiative helps unify the efforts across government, non-profits, academia, and private industry toward making the nation more ready, responsive, and resilient against extreme environmental hazards. Weather-Ready Nation (WRN) is a strategic outcome where society's response should be equal to the risk from all extreme weather, water, and climate hazards.
