Request for Project Proposals

Buncombe County will begin accepting applications from qualified entities and organizations to administer and deliver affordable housing projects with funds made available through the Affordable Housing Services Program (AHSP) on Monday, December 11, 2023 at 8:00 a.m. The deadline for submission of project proposal applications is Friday, January 26, 2024 at 5:00 p.m. Applications must be completed online at buncombecounty.org/apply.

Applicants must be capable of delivering proposed projects in accordance with Buncombe County AHSP guidelines and requirements. The AHSP program description, requirements and guidelines are available for download through the online application portal.

Affordable Housing Map

The Affordable Housing Map for Buncombe County is a tool used to search for housing that is not only affordable, but meets the specific needs for individuals and families searching for a place to call home in Buncombe County. This map has a focus on multi-family affordable housing developments. The map allows for filtering of different needs for topics like housing voucher acceptance, the number of bedrooms, units for specific income thresholds, senior housing and more. Once filtered a list with additional details, including contact information, can be exported, and printed. Prior to using the map, it is suggested residents note their Area Median Income level by using the table under the Do I Qualify for Housing Services? section of this webpage. Fair Housing

It is important to recognize and challenge discrimination on all fronts, including housing. Discrimination in housing is taken seriously at every level of government, and it is important to know the protections and resources all people are entitled to nationwide. The North Carolina Fair Housing Act makes it illegal to discriminate in housing because of race, color, religion, sex, national origin, physical or mental handicaps, or family status (families with children). The law applies to the sale, rental, or financing of residential housing. Do I Qualify for Housing Services?


Determining household income is the first step in qualifying for housing services. Many housing services use income caps, based on federal Area Median Income (AMI) data, to ensure they help people who need the most assistance. Start by selecting your household size to the right, and note your AMI percentage to see if you qualify for the needed program.
