Prison Rape Elimination Act

The Buncombe County Detention Facility (BCDF) has zero tolerance for all forms of detainee sexual abuse and sexual harassment. A combination of extensive staff training, detainee education, and direct supervision of detainees is used to prevent, detect, report, and appropriately respond to incidents of sexual abuse and sexual harassment.

All allegations of sexual abuse and sexual harassment will be investigated promptly and thoroughly by specially trained BCDF investigators. Substantiated outcomes will result in appropriate disciplinary actions for staff or detainee perpetrators. Allegations that are determined to involve potentially criminal behavior are referred to the Criminal Investigations Division of the Buncombe County Sheriff’s Office.
