Soil & Water Conservation: Cost Share Programs - Buncombe County

The Buncombe County Soil & Water Conservation District (SWCD) provides local administrative and technical support for the NC Agricultural Cost Share Program, the NC Community Conservation Assistance Program, the Agricultural Water Resource Assistance Program, and various federal cost share programs that are administered through the District office. In addition, in a typical year, the SWCD administers several grants that provide cost-sharing assistance to landowners.

State Agriculture Programs

Agriculture Cost Share Program ACSP provides a 75% cost share to persons who install water quality improvement projects on agricultural lands.

Agricultural Water Resources Assistance Program

AgWRAP AgWRAP aims to identify opportunities to increase water use efficiency, availability and storage; implement best management practices to conserve and protect water resources; increase water use efficiency; increase water storage and availability for agricultural purposes

State Urban Program

CCAP is a state-funded, voluntary, incentive-based program designed to improve water quality through the installation of various best management practices on urban, suburban and rural lands, not directly involved in agricultural production. CCAP consists of educational, technical and financial assistance provided to landowners by local soil and water conservation districts.

Federal Agriculture Programs

Environmental Quality Incentives Program

EQIP is a voluntary program that provides financial and technical assistance to agricultural producers through contracts for a variety of water quality conservation practices. In addition, a purpose of EQIP is to help producers meet Federal, State, Tribal and local environmental regulations.

CRP provides technical and financial assistance to eligible landowners to address soil, water, and related natural resource concerns on their lands in an environmentally beneficial and cost-effective manner. CRP pays 50% to establish Riparian zones along streams, also pays an annual rental payments for 10 to 15 years.
