Buncombe County Announces Bob Haynes as New Permits & Inspections Director

Enka native and 20-year Buncombe County employee Bob Haynes will serve as our next Director of Permits & Inspections. His experience, certifications, and knowledge of the area make him the ideal candidate for this position. Haynes has worked as an NC Unlimited Contractor, a Code Enforcement Officer, and Assistant Director of Building Inspections. He has all NC Building Inspections Association Level III standard certificates and also serves on the Disaster Code Enforcement Readiness Team.

“Through a national search process, we identified Bob as the best leader to align with the County’s values of respect, integrity, collaboration, honesty, and equity,” explains Assistant County Manager Sybil Tate. “Bob will continue the department’s efforts to move forward with online access to services, increasing equity within the department, and achieving the goals of the strategic plan. Bob has 23 years of experience in the construction industry and is a trusted partner of Buncombe County’s development community.”

Haynes is excited about the opportunity, noting he will be able to draw from his existing familiarity stemming from his 20 years with the County. “I have developed a working relationship with contractors, developers, local schools, businesses, General Services, and many other County departments,” notes Haynes. “I have the experience of dealing with many different individuals in many situations and treating all of them with respect.” As he looks toward the future, Haynes explains that continued integration of countywide initiatives will be a top priority. “Permits & Inspections will assist the County’s 2025 Strategic Plan in reduction of greenhouse gases through electronic plan review while continuing to staff professional code enforcement officers to provide residents with a safe place to live and work through enforcement of the NC Building Codes.”

Haynes also says making more services available online will be a priority. “I would like to lead the department into the future with electronic submittal of residential permits, online scheduling of inspections, and a staff devoted to providing the highest level of customer service.”

Bob Haynes’ professional bio

Bob Haynes was born and raised in Enka and is a United States Marine Corps veteran. He completed the NC Electrical Apprenticeship program, became a NC Unlimited Electrical Contractor, and then worked as a Code Enforcement Officer with City of Asheville in 1998. Haynes possess all Level III standard certificates from the NC Department of Insurance which allows inspection of all trades on any size building. He also serves as Director for the NC Building Inspections Association and works on the Disaster Code Enforcement Readiness Team. He has been with Buncombe County Permits & Inspections for 20 years, where he last served as Assistant Director of Building Inspections.
