Affordable Parking Program

As a result of public feedback, Buncombe County is pleased expand the Affordable Parking Program. The expanded program will offer people who work in Downtown Asheville the opportunity to apply for one of a limited number of reduced rate monthly parking passes at each of Buncombe County’s two parking garages. The Buncombe County-owned parking garages are at 164 College Street (across from the Buncombe County Judicial Complex) and 11 Sears Alley (next to Buncombe County Health & Human Services at 40 Coxe Avenue) parking garages. You must meet the eligibility requirements (listed below) in order to apply. The cost of the reduced rate passes is $40/month

Please note that acceptance of your application does not guarantee you a reduced rate parking pass. For additional information about City of Asheville parking garages, please visit the City of Asheville Parking Services page.

Buncombe County has a limited number of spots available, and spots will be allocated on a first come, first served basis. If you are selected, you will receive an email from Preferred Parking (who manages the county’s parking deck) and will be invited to purchase a reduced rate pass at that time.

If you are not selected for the program, you will be notified that your application has been placed on a waiting list. You will be invited to purchase a reduced rate pass as availability allows. We will be posting the waiting list on our county webpage, and you can use your Application ID to check your place on the list

Eligibility Rules to review prior to applying:

  • You must work in the Downtown Asheville area (within approximately 1 mile of Pack Square)
  • You must earn less than 80% Area Median Income (see below for income limits)
  • Have a valid driver license.
  • A credit card or bank account to link for payment
  • Applicants must be age 18 or older
