Bids Accepted for Detention Center Flooring Project

Sealed bids will be received at the Buncombe County General Services Department, 40 McCormick Place, Asheville, NC, 28801 up to 3:00 PM, Wednesday, July 8, 2015, and immediately thereafter publicly opened and read aloud for the Building Repair of:

 BUNCOMBE DETENTION SEAMLESS FLOORING PROJECT
 20 Davidson Drive, Asheville
 Buncombe County, North Carolina

The flooring project shall be bid and constructed under a Single Prime Contract method in accordance with Chapter 143-128 of the North Carolina General Statutes.

Should a Contractor (Bidder) elect to mail his bid, it should be sent to Mr. Clint Shepherd, Buncombe County General Services Office, 40 McCormick Place, Asheville, NC 28801. To prevent accidental opening, mailed bids shall be clearly marked on the mailer-

“BID, BUNCOMBE DETENTION FLOORING PROJECT, DO NOT OPEN UNTIL 3:00 PM, Wednesday, July 8, 2015.”

Contract documents, including plans and specifications, will be available for examination in the office of the Owner, Buncombe County Government (General Services Department), 40 McCormick Place, Asheville, North Carolina 28801. Phone: 828 / 250-4233.

A mandatory pre-bid conference will be held on Thursday, June 25, 2015, beginning at 1:30 PM at Buncombe County Detention Facility, 20 Davidson Drive, Asheville, N.C. All associated parties, including bidders are to meet in Buncombe County Parking Lot #8 located at 30 Valley St, Asheville N.C. 28801, at 1:15 PM to enter the secure facility together. Also, the MWBE Plan will be explained to contractors (bidders) at this pre-bid conference.

All bidders shall be properly licensed at the time of bid submittal.

The Owner strongly recommends that only full sets of contract documents be used in preparing bids. All Contractors (bidders) and suppliers shall be responsible for the full scope and requirements of this project.

Bidders may obtain contract drawings and/or specifications from Henco Drafting and Art Supplies, 54 Broadway Street, Asheville, North Carolina 28801, Phone: 828/253-0449, Fax: 828/251-2266.

Each Contractor’s license number shall appear on the envelope containing his bid. See Article 9.10 entitled “Bid Submittal and Opening Procedures,” of the Supplementary Instruction to Bidders.

Each bid must be submitted using the two envelope system.  Bid Bond or Cash deposit shall be in a separate sealed envelope and the Bid in a separate sealed envelope.

Each bid shall be accompanied by a cash deposit, cashier’s check, or a certified check on some bank or trust company insured by the Federal Deposit Insurance Corporation in an amount equal to not less than five percent (5%) of the bid amount. In lieu of making the cash deposit as above provided, the bidder may file a bid bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds, conditioned that the surety will upon demand forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bid bond. This deposit shall be retained if the successful bidder fails to execute the contract within ten (10) days after the award of bid or fails to give satisfactory surety as required in N.C. Gen Stat. Sec 143-129.

The successful bidder will be required to furnish a performance bond and a payment bond in the amount of one hundred percent (100%) of the contract amount. These bonds shall meet the requirements of the N.C. Gen Stat. Sec 143-129 and Article 3 of Chapter 44A of the North Carolina General Statutes. Bids shall include the costs of such bonds.

Bids shall be for furnishing all equipment, labor, materials, services and supervision necessary or required for the complete and proper performance of the work called for in the Contract Documents.

Bids shall include all Sales, Use and other taxes.

No bids will be withdrawn or modified after the bids have been opened, except as provided in N.C. Gen. Stat., Sec. 143-129.1.

Buncombe County reserves the right to reject any or all bids, and to waive informalities.

The successful bidder shall within ten days thereafter, execute Buncombe County’s standard Formal Construction Contract Agreement and shall at the same time, furnish the required Performance and Labor- Material Payment Bonds, and Insurance Certificates attached to such Agreement.

Base bid, unit costs, and any accepted alternates to be performed under the proposal shall be valid for 60 days from the date of bid opening.

The date for commencement of work shall be established in a written and/or other Notice to Proceed directive from the Owner, and the work shall be fully completed as stated on the base bid form.
