Performance Management

Performance Management serves to supply insight, tools, and a different perspective to subject matter experts throughout Buncombe County Government. In short, we serve those who directly serve the public. We aim to increase department efficiency and leverage the county's existing resources to free up taxpayer dollars.

Departments typically know where their challenges and obstacles exist, but may struggle to find the tools, time, or personnel to fully address them. Performance Management is a resource that any department can engage to help overcome barriers to their success.

In addition to departmental support, Performance Management looks for opportunities to innovate how the county provides services to the public. We seek out grant and revenue opportunities and help leaders complete the application process.

Performance Management collaborates with departments and brings stakeholders together to drive solutions with analysis. Furthermore, we guide departments through the strategic and business planning process to ensure that county operations align with the goals laid out by the County Commissioners.

More than anything, Performance Management is here to approach problems in new ways to match the pace of an ever-changing community.

What We Do

What does Performance Management Do?

  • Analysis - Conducting a systematic and methodical evaluation of data and facts to inform decision-making.
  • Business Intelligence - Utilizing a set of techniques and tools that are used to gain operational insights and drive improvement.
  • Business Planning - Coordinating a process that defines and documents goals, initiatives, actions, and measures that align to the County’s strategic vision.
  • Data Asset Management - Supporting legacy data assets to ensure the continuity of business operations.
  • Enterprise Level Project Management - A practice of planning, coordinating, communicating, and governance to achieve an organization wide result with a defined beginning and end.
  • Facilitation - Designing and leading a defined series of events with the purpose of arriving at a specific outcome or work product that impacts county services.
  • Performance Metrics - Developing and designing indicators that demonstrate effectiveness of key business initiatives.
  • Policy Management - Facilitating and managing the life cycle of a policy library to include development, revision, approval, and implementation.
  • Special Projects - Undertaking projects requested by the County Leadership Team.
  • Strategic Planning - Assisting in the execution of the county’s strategic plan.
  • Technical Trainings - Participating as a subject matter expert in internal training offerings.
