General Statement of Duties
The primary purpose of this position is to provide programmatic and systems training to all new and existing Income Maintenance supervisors and staff to ensure appropriate delivery of service. Administer staff training to ensure a competent workforce: provide feedback regarding learning performance; develop and maintain a positive learning environment; provide effective and timely communication. Develop and implement the use of training assessments, evaluations and other processes to ensure the effectiveness and consistency of training is meeting divisional goals and objectives. Develop training plans and materials around public assistance programs within Economic Services. Deliver consistent, effective, quality training to meet divisional goals and objectives in compliance with all local, state and federal policies. (#2491, #2933, #3006) 

Examples of Work
Identify training needs within the Economic Services division and develop, deliver and monitor training plans based on identified needs. Provide and/or coordinate appropriate training and orientation for new and existing employees, supply information, technology and reference materials necessary to perform specific job functions. Provide formal and informal training and support for functional users requiring assistance in implementing, using and integrating various automation systems. Evaluate and track training activities and resources to determine effectiveness of training in meeting divisional goals and objectives; modify as needed to improve results. Monitor records of training activities including: training needs assessments, training attendance records and evaluations. Ensure a safe and supportive learning environment for all employees. Confer with supervisors/management to determine core competencies required for positions within Economic Services and develop training plans that address the identified knowledge and skills required. Provide ongoing feedback to employees and supervisors regarding performance in a timely manner. Plan training calendar and coordinate with supervisors and staff to ensure attendance to scheduled trainings. Remain abreast of policy changes and provide updates to all staff. Ensure staff have the program information necessary to deliver services in accordance to established policy. Make recommendations to supervisor on identified improvements to training activities and resources as needed. Collaborate with Economic Services CQI team to identify training needs and develop effective training programs to ensure quality service delivery. Perform Economic Services casework to remain current in systems and on policy. Perform special projects associated with agency priorities as needed. Effectively communicate agency’s mission, vision, strategic plan and objectives by dissemination of internal messaging.  

Knowledge, Skills and Abilities
Considerable knowledge of all income maintenance programs, forms, and documents used in determining eligibility. Considerable knowledge of Economic Services programs, services and manuals. Specialized knowledge about NC FAST System. General knowledge of technology-based educational tools to support instruction and enhance interactivity. Considerable knowledge of county automation systems such as Q-Flow, Northwood’s, etc. General knowledge of all agency programs and services. Considerable knowledge of training theory, principles and techniques. Demonstrated knowledge of adult learning process. Skills in effective oral and written communication, including group facilitation and presentation skills. Skills in leadership, coaching, and relating to others. Ability to interpret, apply, and communicate a variety of policies, procedures, and regulations. Ability to exercise sound judgment in assessing training needs, development of objectives, recommending training goals, and evaluating learning. Ability to develop course outlines, lesson plans, and presentations for training. Ability to adapt and communicate information to a wide range of audiences and situations. Ability to instruct, organize, direct, and supervise employees. Communicate clearly and effectively both orally and in writing. Maintain knowledge of the agency organizational rules, policies, procedures, services and mission. Plan, prioritize, and organize work effectively to produce quality work with measurable results and within identified deadlines. Interact with other employees, customers and partners with professionalism and cultural competency. Work effectively and efficiently as a team contributor including interacting, communicating and coordinating work efforts with other employees and organizations to accomplish a common task. Understand the necessity to efficiently and effectively interact, communicate and coordinate work efforts with other employees and organizations in an effective manner to accomplish common task. Function in highly stressful circumstances and demonstrate the ability to adapt to changing priorities, deadlines and directions. Conduct business in an ethical manner at all times while maintaining a high level of professionalism and confidentiality. Safely and successfully perform the essential job functions consistent with ADAAA, FMLA and other federal, state, and local standards, including meeting qualitative and/or quantitative productivity standards. Maintain regular, punctual attendance consistent with ADAAA, FMLA and other federal state and local standards. 

Minimum Education and Experience
Two years of experience as an Income Maintenance Caseworker; or an equivalent combination of training and experience.
