Bids Accepted: Buncombe County Courthouse Exterior Repairs

Hand delivered sealed proposals will be received by Buncombe County, Asheville, North Carolina, in the office of:

up to 3:00 P.M., on January 10, 2018 and immediately thereafter publicly opened and read for the furnishing of labor, material, and equipment entering into the construction of Buncombe County Courthouse Exterior Repairs, 60 Court Plaza, Asheville, North Carolina 28801. 

Proposals shall be sent to Mr. Clint Shepherd, Director, Buncombe County General Services, 40 McCormick Place, Asheville, North Carolina 28801. Faxed Proposals will not be accepted. 

Bids shall be submitted in two envelopes with the Bid Bond and the Bid to be in separate envelopes clearly marked to indicate which contains the Bid Bond and which contains the Bid. To prevent accidental opening, the outer envelope shall be clearly marked on the envelope:

A mandatory prebid conference will be held for interested bidders at the site at 1:00 PM on December 12, 2017. Prospective bidders must be represented at the prebid conference in order for their bids to be considered responsive. It is intended that work on this project will be scheduled to begin on April 2, 2018.

Complete plans, specifications and contract documents may be downloaded online by those qualified and who will make a request to the Engineer and submit their email address to zwwells@skaeng.com.

In as much as the repairs to this facility will be highly visible, it is expected that the quality of the work shall be performed at a higher than normal standard of care. See Section 01010 of the specifications for a detailed scope of work concerning this project.

All Contractors are hereby notified that they must have proper license under the state laws governing their respective trades.

General Contractors are notified that Chapter 87, Article 1, General Statutes of North Carolina, will be observed in receiving and awarding the General Contract. 

Each proposal shall be accompanied by a cash deposit or certified check drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation in an amount equal to not less than five percent (5%) of the proposal or in lieu thereof, a bidder may offer a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina to execute such bonds, conditioned that the surety will, upon demand, forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bid bond.  Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten (10) days after the award, or to give satisfactory surety as required by law.

Performance Bond and Payment Bond will be required for one hundred percent (100%) of the contract amount.

Payment will be made on the basis of ninety-five percent (95%) of monthly estimates, and final payment will be made upon completion and acceptance of work.

No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of sixty (60) days except as allowed by N. C. General Statute 143-129.1.

The Owner reserves the right to reject any or all bids and to waive informalities.
