Library Policies

Admission Charges

Non-library sponsored or co-sponsored meetings must be free and open to the public.

Change of Name or Address

Patrons are asked to report a change of name, address, email address or telephone number to a staff member at a circulation desk. These changes will be corrected in your patron file information.

Computers

Computers with the Microsoft Office Suite are available at all libraries on a first-come basis. Copies or printouts made cost 25 cents per page.

Wifi access is available at every Buncombe County Library, as well as in the parking lot of the building. Wifi access is free and the password is publicly posted.

Downloading files is only allowed to the users’ storage device. Internet users are responsible for payment of printing fees. Use of library Internet terminals to access pornography is a violation of the Library Rules of Conduct Policy.

Fines

Buncombe County doesn’t charge overdue fines for items. Anyone who fails to return, loses, or damages a library item will still be responsible for paying replacement fees for those items. Any item that is overdue for 30 days will be considered lost and your library card will be charged for the item.

Checkout privileges, including access to digital resources, will be denied to patrons having materials that are "Marked Lost" (30 days overdue). Patrons who fail to return library items may receive additional communication from a collections agency and charged a fee.

Loan Periods

Loan periods for physical library materials are as follows:

  • Books, Audio books and Music: 3 weeks
  • New Books: 14 days
  • Movies: 7 days

For digital materials, patrons can select their loan periods when they download the item.

Renewals

You may request renewals for checked out items by accessing your account online. Your user ID is your library card number, and the PIN is the last 4 digits of your phone number. For any checked out item, you may request three renewals. If someone has placed a hold on your item, that item can’t be renewed.

Tax Forms

Federal Tax Forms are usually available from mid-January through mid-April at Pack Library. Supplies of the most commonly used forms are available free of charge. Less frequently used forms can be photocopied or downloaded for the usual copying charge of $.25 cents per page. Tax forms may also be located on the IRS and state tax office websites.

Rules of Conduct

Library users and staff have the right to assume that their use of library buildings and grounds will be free from harassment, free from physical danger and free from psychological and emotional stress. Individuals who break the rules of conduct and do not cease to do so after being warned will be asked to leave. Failure to leave library buildings and grounds when requested may result in the swearing out of a warrant for trespass. View the Library Rules of Conduct Policy.

Class Visits and Library Tours

The public library is an educational institution and attempts to meet the informational needs of all residents of Buncombe County from pre-school though adult. Buncombe County Public Libraries encourage teachers and home schoolers to bring classes to the public library. Reservations are required for staff-led class visits and tours. Please call the branch you wish to visit for further information.

Internet Access

Free internet access is available at all libraries. You must sign up on a first-come, first-serve basis to use a library computer. If you have your own device there is free public wifi in every library building and parking lot.

Holds

You can place a hold on an item and have it sent to any other library free of charge. For your convenience, you may place hold requests online for digital or physical library materials. You can also contact your local library by phone or in person to place holds. NC Cardinal libraries do not send newly acquired items (items added in the last six months) outside of their systems to satisfy patron holds.

Patron Recommendations

Patrons are encouraged to make recommendations for additions to library collections. These suggestions will be evaluated according to the criteria stated in the Materials Selections Policy.

Payments

The cardholder is responsible for paying the replacement charge for all lost, stolen or damaged items that have been checked out to that account. Refunds will be made if an item is found within 30 days. However, if an account has been referred to the library's collection agency, no refund is given. Payments for lost, stolen or damaged items must be paid in full.

Photocopiers

Photocopiers are available for public use at all libraries. Copies cost 25 cents.

Returns

Any item may be returned to any location. Every library location has a book drop for after-hours returns.

Voter Registration

Voter Registration forms are available at all locations. The patron is responsible for mailing the completed form to the appropriate Board of Elections Office. The library does NOT keep precinct information of personal records of party affiliation. For that information, call the Board of Elections, 250-4200.
