Wester North Carolina Regional Air Quality Agency is a self-supporting, local air quality regulatory agency formed by an interlocal agreement between Buncombe County and the City of Asheville. The Agency is governed by a five member Air Quality Board, which is made up of three appointees from Buncombe County and two appointees from the City of Asheville.

The Agency goals are to:

Achieve and maintain the National Ambient Air Quality Standards
Protect public health, safety and welfare through industriall compliance with local, state and federal air quality regulations
Minimize public exposure to asbestos through enforcement of local, state and federal regulations and
Provide educational resources to the public regarding air quality issues
