Crisis Intervention Program

The Crisis Intervention Program (CIP) provides assistance to low-income households that are in a heating or cooling related emergency and have an income that is below 150% of poverty level.

Crisis Intervention Services include:

Program pays for:

  • Electric bills
  • Deposits
  • Fuel Oil
  • Kerosene
  • Natural Gas
  • Propane
  • Wood
  • Coal
  • Heaters
  • Furnace Repairs
  • Fans

Program Does Not Pay For:

  • Rent
  • Mortgage
  • Water
  • Rx (Prescription Meds)

Eligibility Requirements:

A household that applies must:

  • Must be a Buncombe County resident
  • Have at least one U.S. Citizen or a non-citizen who meets certain eligibility criteria
  • Countable income must be at or below 150% of the Federal Poverty Level
  • Be in a heating or cooling related emergency
  • Requires final notice for electric and gas 6" oil or less in tank-is based on extreme temperatures
  • Applications will NOT be accepted at Health & Human Services

CIP serves households that are experiencing or in danger of experiencing a life-threatening or health-related emergency and sufficient, timely, and appropriate assistance is not available from any other source.  Life-threatening is defined as a household which has no heating or cooling source or has a disconnect notice for their primary heating or cooling service and the health or well-being of a household member would be in danger if the heating or cooling crisis was not alleviated.

Payments are made directly to the vendors, oil companies, gas companies and electric, etc.
