General Statement of Duties
Family and Children Service: The purpose of this social work position within the Family and Children Services Division is to implement mandated service programs within the framework established by Law and Policy to assist in the protection of children, the preservation of the family unit, and/or provision of an alternative permanent plan in the child's best interest. Services that are provided to families and children (0-18 years of age) include Prevention, Investigation, Case Planning/Case Management, Foster Care and/or Adoption.  

Special Requirements
Preference will be given to qualified applicants who have forensic interviewing skills and have completed NC Pre Service training.  

Examples of Work
Work involves the gathering of information through assessments, work with families to decrease risk to children, development and monitoring of comprehensive case plans, referrals to community resources, team decision making, counseling, obtaining needed emergency, medical, and psychological services, initiation of Court action and preparation of cases for Juvenile Court as necessary; i.e., completion of whatever tasks necessary to assess risk and protect children from abuse, neglect, and/or dependency. There is 24-hour coverage which is handled among the service workers on a weekly basis by an on call worker with CPS and Family Permanency workers providing back up on a rotating basis. The workers must make unannounced visits to homes and may encounter a variety of potential hazards, including environmental, animal and/or safety. Physical effort may be involved in relocating children to different placements. This could include packing belongings, lifting and carrying children, and physically moving their belongings to the placement. Often the worker is required to visit isolated and remote areas and is sometimes unable to use their vehicles and must walk to destination. Position will perform duties as a representative of a public agency and is subject to high standards for personal and professional conduct. 

Knowledge, Skills and Abilities
Possess thorough knowledge of agency and community resource, manual material, state and federal regulations, permanency planning philosophy, and laws governing protective services for children. Knows basic criminal justice procedures elements of medical and mental disorders, personality theory, family systems dynamics, and methods of interpersonal helping and treatment. Possessed ability to prioritize, identify, and assess risks, problems and needs often in stressful situations with clients who are hostile, emotionally confused and resistant. Able to develop resources when none are known or available and to coordinate services for clients with multi-disciplinary professionals. Is skilled in establishing constructive relationships with resistant clients and utilizing family-centered social work practice. Abilities required of the worker include accurately observing human behavior and environmental conditions, processing collected data in order effectively to recommend and implement a sound course of action in a minimal period of time.  

Minimum Education and Experience
Master's degree from an accredited school of social work and one year of social work or counseling experience; or a bachelor's degree from an accredited school of social work and two years of social work or counseling experience; or a master's degree in a counseling field and two years of social work or counseling experience; or four-year degree in a human service field and three years of social work or counseling experience; or graduation from a four-year college or university and four years of experience in rehabilitation counseling, pastoral counseling, or a related human service field providing experience in the techniques of casework, group work, or community organization, or an equivalent combination of training and experience.
