General Statement of Duties
The primary purpose of this position is to serve as the Subject Matter Expert (SME) for the IMC II staff and supervisors answering program policy and compliance questions for economic services programs and to ensure the quality program standards are met. (#2430)
Examples of Work
To provide policy expertise to economic services staff. To provide continued program and policy updates to ensure appropriate delivery of services. To perform second-party reviews and audits to ensure policies are being followed and benefits are being distributed accurately; Develop and deliver policy training for all staff in the Economic Services area especially as it relates to the functionality within NC FAST and other automation systems; Ensure IMC II staff have the program information necessary to deliver benefits appropriately and that benefits are determined and provided in accordance to established policy; Ensure that the needs of clients are being met through evaluations of case records, benefit amounts, second party reviews and communication with customers to verify eligibility; Gather, analyze, outline/summarize trends and report out on in conjunction with Human Services Support Team HSPE; Provide support to staff during vacancies, FMLA or other long term absences; Lead group in organizing and preparing for audits; Remain abreast of policy changes and provide updates to all staff; Monitor backlog issues and develop plans/recommendations for processing applications; Serve as a member of the agency communications team.
Knowledge, Skills and Abilities
In-depth specialized knowledge of economic services programs. Must be knowledgeable about NC FAST and all associated systems; Proficiency in software programs (such as Data Warehouse and Power Pivot) designed to gather, monitor and analyze data trends.
Considerable knowledge of agency and community programs and services which could affect the client/applicant; Ability to pay strong attention to detail; Ability to willingly accept work direction from multiple parties and work as part of a team.
The ability to communicate effectively with clients, applicants, and the public to obtain data, and to explain and interpret rules, policies, and procedures; Ability to learn the program area of assignment and all agency programs and services which could affect the client/applicant; Ability to express ideas effectively orally and in writing; Ability to analyze and comprehend a variety of technical and administrative regulation, records, and reports; Ability to set priorities, implement changes and organize. Ability to efficiently and effectively interact with co-workers to accomplish common tasks; Ability to have efficient and courteous interaction with the employer’s customers; Ability to function in highly stressful circumstances; Ability to maintain high level of professionalism and to conduct business in an ethical manner at all times.
Minimum Education and Experience
Two years of experience as an Income Maintenance Caseworker; or an equivalent combination of training and experience.
