Western Highlands Network serves as the Local Management Entity for Behavioral, Development and Substance Abuse services in the eight county region consisting of Buncombe, Henderson, Madison, Mitchell, Polk, Rutherford, Transylvania and Yancey counties. The North Carolina Department of Health and Human Services designated Western Highlands to be the next expansion site for the 1915(b)(c) Medicaid Waiver.
The goal of the waiver (of Medicaid rules) is to increase consumer access to care, improve quality of care and demonstrate cost effectiveness. The waiver allows Western Highlands Network to manage and authorize all Medicaid behavioral health services locally with the public policy purpose of delivering the right services to the right person, at the right time, in the right amount and at the right cost.
