Western North Carolina Regional Air Quality Agency is a self-supporting, local air quality regulatory agency formed by an interlocal agreement between Buncombe County and the City of Asheville. The Agency is governed by a five member Air Quality Board, which is made up of three appointees from Buncombe County and two appointees from the City of Asheville.
