The EPA plans to host a Proposed Plan public meeting for the CTS of Asheville, Inc. Superfund Site on Tuesday, October 13, 2015, at 6 pm, at TC Roberson High School Auditorium.
The purpose of the public meeting is to present the proposed cleanup plan for the Non Aqueous Phase Liquid (NAPL) and trichloroethene (TCE) contamination under the former CTS plant site.
CTS submitted its Draft Focused Feasibility Study (FFS) to EPA on July 31, 2015. The scope of the FFS effort is an interim source control action that will be followed up later with a Final site-wide cleanup decision. The Draft FFS evaluated four technologies to address the residual NAPL/TCE source. On August 26th, EPA sent comments to CTS on the Draft FFS. EPA agrees with CTS’s recommended cleanup technology, Electrical Resistance Heating (ERH). ERH is the most aggressive and effective source control remedy evaluated in the FFS, and it has proven successful at other similar remediation projects in the United States. However, EPA has requested that CTS consider expanding the proposed one acre ERH treatment area with this interim source control action. Alternatively, EPA has suggested a hybrid approach that includes thermally enhanced biodegradation outside of the proposed one acre ERH treatment area. EPA expects to receive the revised FFS Report from CTS by September 10, 2015. The FFS, EPA’s Proposed Plan and other supporting documentation will be placed in the Administrative Record, for the public to review, by early October 2015. EPA will solicit comments from the public on the Proposed Plan during a minimum 30 day comment period and issue a Responsiveness Summary to formally respond to public comments received. The Interim Action Record of Decision (ROD), design of the source control remedy, and implementation are anticipated in 2016.
