Privilege License Division  

Buncombe County requires a privilege license for the sale of beer and wine, pawn shops, and installing insulation. The fees for the Beer and Wine license are $25 for beer and $25 for wine when sold on premises; and $5 for beer and $25 for wine when sold off premises. The fee for pawn shops that are located in any unincorporated area of the County is $275. The fee for installing insulation is $20 with a required test.
