Public Notice - Funding Opportunity for Buncombe County Aging Services

Buncombe County and the Aging Coordinating Consortium (ACC) is seeking proposals and funding applications from agencies and organizations to provide aging services in conjunction with the North Carolina Division of Aging and Adult Services' Home and Community Care Block Grant (HCCBG) Program, as well as for supplemental funds provided by Buncombe County for aging services.

Services eligible for HCCBG and/or County funding include, but are not limited to: Adult Day Programs, Care Management, Congregate Nutrition, Group Respite, Health Promotion and Disease Prevention, Health Screening, Home-Delivered Meals, Skilled Home Care, Housing and Home Improvement, Information and Options Counseling, In-Home Aide — Levels I and II *, Mental Health Counseling, Respite Care, Senior Companion Program, Senior Center Operations, Volunteer Program Development, Consumer Directed Services, and Transportation.  Note:  In-Home Aide – Levels I and II will be administered by the Council on Aging of Buncombe County.  Proposals for these services will not be considered by the Allocations Committee as negotiations for these sub-contracts will be conducted between Council on Aging and the individual providers.  Agencies interested in subcontracting for these services should contact the Council on Aging of Buncombe County at (828) 277-8288 for more information.

Any new provider interested in this funding opportunity is required to RSVP to attend one of the following Provider Orientation meetings, held at Land of Sky Regional Council, 339 New Leicester Highway, Suite 140, in Asheville:  Monday, January 12, 2015 at 2:00 p.m. or Thursday, January 15, 2015 at 9:00 a.m.

New providers will receive the application packet after attending the Provider Orientation.  Current providers are invited to attend the Provider Orientation but this is not mandatory.  They will receive the application packet via email on Monday, January 12. 

The funding period is July 1, 2015 through June 30, 2016.  Proposals will be received through February 13, 2015.

Buncombe County Health & Human Services (HHS) contracts with Land of Sky Regional Council for planning and coordination of the county funding plan for aging services. HHS and Land of Sky work with community members, providers and other stakeholders to ensure that the needs of the aging community are met. In addition, HHS is responsible for financial reimbursements to providers, financial and service reporting to the Aging Coordinating Consortium, compilation of funding recommendations and correlation with the County budget process, and completion of the county/provider funding plan and other grant forms required by the Division of Aging.

What is the Aging Coordinating Consortium?

Mission: The Buncombe County Aging Coordinating Consortium (ACC) provides a structure for agencies, organizations and individuals to work together to plan, promote community awareness, and advocate for public and private support for services to the older adults of Buncombe County.

The ACC serves as an advisory body to the Buncombe County Board of Commissioners made up of a body of volunteers who meet on a monthly basis to:

  1. Provide County Commissioners with funding recommendations for aging services;
  2. Monitor the delivery of those services and look for ways to improve/expand them;
  3. Advocate for aging services on the local, state, and national levels;
  4. Research and write Buncombe County’s Five-Year Aging Plan, which sets the overall priorities and course for aging, is required to receive Home and Community Care Block Grant (HCCBG) funds from the N.C. Division of Aging, and which identifies the rolls of local agencies in providing services at the county level and meeting the needs of such groups.

ACC meets the 4th Thursday of each month at 2 p.m. in the United Way Board Room
