General Statement of Duties
Perform office technical work and field inspections in enforcement of State and Local codes, ordinances and regulations governing one or more of the following areas of the building trades: building, electrical, mechanical and plumbing. The employee reviews plans and a specification for proposed installations to assure the codes and ordinances have been followed and are required to exercise independent judgment in applying these standards to a variety of work situations. Employee is also responsible for enforcing codes inspecting buildings, facilities and equipment for building, electrical mechanical and plumbing violations. Work requires that employees exercise considerable tact and firmness in dealing with contractors, property owners and the general public. Work is performed under the general supervision of the Inspections Coordinator and is evaluated on the basis of the employee’s ability to apply technical knowledge and skills in maintaining prescribed inspection standards. Possession of certifications associated with each class level (see below) from the North Carolina Code Officials Qualifications Board for building, electrical, plumbing and mechanical certifications. Must be able to obtain standard certification in primary area within one year, from date of hire, and; two (2) additional certifications within two years from date of hire. Possession of a valid North Carolina Drivers license.
AREAS OF CERTIFICATION
Electrical, building (includes energy insulation), mechanical and plumbing.
Code Enforcement Officer II – Standard Level III in primary area of inspection and Standard Level II certification in two other areas of certification.
Examples of Work
Inspects buildings in the process of construction, alteration or repair for compliance with building code requirements, approved plans and construction and safety practices; examines site plans, structural framing and the general arrangement of the building facilities for quality of design, materials and workmanship. Performs inspections of new and existing residential and commercial buildings for conformance with safety standards, codes and local ordinances. Inspects electrical installations and facilities for compliance with code requirements; checks plans for proper installation and connection of fixtures/equipment. Inspects new installations, alterations and repairs of mechanical (HVAC) equipment. Performs inspections on new and remodeled plumbing installations in building structures, during construction and the examination of completed installations for workmanship and proper materials. Maintains all necessary records and reports on inspections. Utilizes computer equipment to enter, store and retrieve information. Performs related work as required.
Knowledge, Skills and Abilities
Considerable knowledge of building, electrical, mechanical and plumbing construction practices, materials and equipment of the various stages of construction when violations and defects should be observed and corrected. Considerable knowledge of state and local codes and ordinances administered through Permits & Inspections. Working knowledge of County geography. Ability to detect and locate defective workmanship in the construction or repair of buildings. Ability to read and interpret blueprints, diagrams, specifications, codes and building regulations. Ability to deal tactfully and firmly with contractors, property owners and the general public. Ability to physically maneuver on scaffolds, structural members and in cramped quarters to accomplish thorough inspections. Ability to establish and maintain effective working relations as necessitated by work assignments.
Minimum Education and Experience
Considerable experience, vocational course work and/or special training in building inspection, and some experience in residential and/or commercial building, electrical, mechanical or plumbing construction work. Graduation from high school or an equivalent combination of experience and training.
