General Statement of Duties
The primary purpose of this position is to recruit potential foster parents/resource families for children and youth in foster care who are in need of permanent homes and to coordinate compliance of all technical aspects of foster home licensing under the guidelines provided by the State Department of Social Services.(#2708) 

Examples of Work
Recruit potential Foster Parents/Families and Adoptive Parents for children and youth in foster care. Facilitate assessment and training for parents/families to ensure licensure per State requirements. Coordinate and ensure compliance of all technical aspects of foster home licensing under the guidelines provided by the State Department of Social Services. Conduct ongoing community recruitment designed to attract and educate the public regarding the need for temporary placements by presentation of programs to churches, civic organizations, and other groups; through the public news media, internet and through referral by licensed foster parents in accordance to federal and state laws to assure diversity of foster homes to meet child needs for safety, permanence and wellbeing. Conduct applicant/Foster Home Assessments and evaluates the potential of meeting licensing standards. Provide instructions and program philosophy to licensed foster parents on an on-going basis. Arrange and schedule training sessions to inform applicants of state licensing standards and assist prospective foster parents in assessing their suitability for licensing. Establish and maintain a comfortable relationship with foster family applicants. Visit applicant home and submit a completed home evaluation to the State Department of Social Services with recommendations for licensing and bi-annually, thereafter, for renewal. Offer services to individuals and families in an attempt to restructure or solidify their environment so that they may achieve an adequate level of functioning. Organize and promote Resource Family Support Groups in conjunction with existing resources and in partnership with other agencies. Plan and implement programs identifying problematic areas and offer effective intervention options; utilize community resources. Coordinate efforts to match child with foster family. Meet regularly with Child and Family Social Work staff as well as other agency workers to maintain good working relationships, stay informed of the laws that govern the services, as well as changes and updates in Service Manual, and Agency, State, and Federal policies and procedures.  

Knowledge, Skills and Abilities
Thorough knowledge of agency and community resources, manual material, state and federal regulations, permanency planning philosophy, and laws governing the licensing of foster homes for children, licensing standards, and certification procedures according to State guidelines. Ability to establish and elicit trust from foster parents and support positive relationships between birth families and resource parents. Accurately observe and analyze human behavior in order to adequately assess the ability of the foster parents to parent a specific child and function as substitute parents within the Social Services System. Ability to plan and coordinate foster parent group training; prioritize work, identify and assess problem areas, develop resources, and establish constructive working relationships with applicants and licensed foster parents. Maintain a positive public relations posture in recruitment of homes and the development of the local foster home programs. Perform quality work within deadlines with or without direct supervision. Interact professionally and courteously with other employees, customers and partners. Work effectively as a team contributor on all assignments. Understand the necessity to efficiently and effectively interact, communicate and coordinate work efforts with other employees and organizations in an effective manner to accomplish common task. Function in highly stressful circumstances. Maintain a high level of professionalism and confidentiality and to conduct business in an ethical manner at all times. Ability to safely and successfully perform the essential job functions consistent with ADA and ADAAA, FMLA and other federal, state, and local standards, including meeting qualitative and/or quantitative productivity standards. Ability to maintain regular, punctual attendance consistent with ADA and ADAAA, FMLA and other federal state and local standards.


Minimum Education and Experience
Bachelor's degree in social work from an appropriately accredited institution; bachelor's degree in a human services field from an appropriately accredited institution and one year of directly related experience; bachelor's degree from an appropriately accredited institution and two years directly related experience; or an equivalent combination of education and experience. Preference will be given to candidates who are MAPP certified to train.
