General Statement of Duties
The primary purpose of this position is to provide technical expertise and training on the various automation systems, public assistance programs and policies used by Buncombe County employees in determining eligibility of public assistance programs. (#2509) 

Special Requirements
Must be capable of providing formal and informal implementation guidance, integration, and change management support tasks (on the job training, formal and informal classroom and over the shoulder training) in a dynamic and interpersonal setting to support functional users. 

Examples of Work
Provide training to all new and existing staff, who work in automated program systems so that staff can efficiently and effectively complete their assigned jobs. Provide training around public assistance programs and policies. Work involves performance of tasks designed to enhance the competence of individual employees, in-service training, and training to develop skills in administrative and supervisory development; preparation of teaching plans and materials, identifying objectives, providing instruction in assigned areas. Perform second-party reviews and audits to ensure policies are being followed and benefits are being distributed accurately. 

Knowledge, Skills and Abilities
Ability to exercise sound judgment in assessing training needs, development of objectives, recommending training goals, and evaluating student learning. Ability to adapt and communicate information to a wide range of audiences and situations. Skills in counseling and relating to others. Considerable knowledge of all income maintenance programs, forms, specialized knowledge about NC FAST System. Considerable knowledge about county automation systems such as Q-Flow, Northwood’s, etc.; Ability to develop and implement training programs and to evaluate their effectiveness. Specialized knowledge of documents used in determining eligibility. Considerable knowledge of the use of the income maintenance manuals. General knowledge of all agency programs and services. General knowledge of community services and programs which could affect the client/applicant. General knowledge of the budget process. Good mathematical, reasoning, and computational skills. Ability to instruct, organize and direct employees. Perform quality work within deadlines with or without direct supervision. Interact professionally and courteously with other employees, customers and partners. Work effectively as a team contributor on all assignments. Understand the necessity to efficiently and effectively interact, communicate and coordinate work efforts with other employees and organizations in an effective manner to accomplish common task .Function in highly stressful circumstances. Maintain a high level of professionalism and to conduct business in an ethical manner at all times. Safely and successfully perform the essential job functions consistent with ADA and ADAAA, FMLA and other federal, state, and local standards, including meeting qualitative and/or quantitative productivity standards. Maintain regular, punctual attendance consistent with ADA and ADAAA, FMLA and other federal state and local standards.  

Minimum Education and Experience
Two years of experience as an Income Maintenance Caseworker; or an equivalent combination of training and experience.
